HILLIER'S private telegram to Addis of the 20th August.

It is difficult to see on what grounds proposed arrangement regarding engineers

on Ichang Chengtu section is considered equitable.

As regards question of engineers, we alone of the three original partners in the undertaking are made to suffer from the admission of the Americans to participation, and we receive no compensating advantages in any other respect,

Please consult Hillier and telegraph your views.
